Solutions By Design II, LLC (SBD) is seeking a QA / Test Manager to join our team.  The Quality Analyst/Agile Test Engineer Manager is responsible for overseeing all aspects of software verification and validation on a large scale agile program. This includes managing areas such as automated, functional, performance user acceptance, and 508 testing. The role is responsible for developing a test strategy and approach across multiple sprint teams operating in parallel on the same project.  As part of testing, the manager will ensure all activities in the test plan are met and that the system works as expected. The solution should be tested in compliance with Health and Human Services (HHS) usability standards, and compatibility with other legacy- and / or external systems.

This is an excellent professional development opportunity for a Quality Analyst/Agile Test Engineer Manager with technical skills who can apply agile DevOps practices to a service-based application deployed to the cloud. As an Agile/DevOps project, the test solution has a high reliance on complete test automation across all aspects of the delivery pipeline including both functional and non-functional testing.

The Quality Analyst/Agile Test Engineer Manager will be on the forefront of applying sound QA and testing techniques to a complete rewrite of a mission-critical application with a microservices architecture in the cloud. During the project, you will gain experience with Docker containers, NoSQL and SQL databases, API Gateways, and a variety of AWS services.

The manager is responsible for creating an end-to-end test plan then executing the plan and managing all activities in the plan to ensure that all the objectives are met, and that the solution works as expected. The manager is responsible for working with the test engineers to automate all aspects of the test plan with the Agile development team to ensure that the solution is tested in terms of functionality, performance, reliability, stability, accessibility (Section 508) compliance, compliance with Health and Human Services (HHS) usability standards, and compatibility with other legacy- and / or external systems.

As part of an Agile Scrum team, duties for this position include planning, designing, developing, documenting, and executing automated and (rarely) manual testing of custom developed applications. The ideal candidate is comfortable with being a tester, if the need arises. The candidate also can adapt test automation frameworks to suit project needs. Applicant can expect to work with the business customers (e.g., supporting UAT or use testing during a sprint) and agile teams. This position is best suited for an applicant that can lead, manage, and execute all phases of quality assurance testing, including analysis of requirements, design specification, to produce and execute automated and manual test scripts mapped to use cases and/or user stories.


Responsibilities and Requirements:
  • Manage a team of test engineers across multiple scrum teams, operating as a scrum or scrums
  • Devise and refine the overall test strategy for the program, and assist with developing a test plan for a scrum test based on their assigned domain
  • Review functional and design specifications to ensure full understanding of individual deliverables
  •  Expertise in relational database testing (e.g.,PostgreSQL) environments including designing and manipulating test data, validating stored procs, jobs, triggers and replication
  • Identify test requirements from specifications, map test case requirements and design test coverage plan
  • Develop, document and maintain automated functional test cases and other test artifacts like the test data, data validation, harness scripts and automated scripts
  • Execute and evaluate manual or automated test cases and report test results
  • Hold and facilitate test plan/case reviews with cross-functional team members
  • Identify any potential quality issues per defined process and escalate potential quality issues immediately to management
  • Ensure that validated deliverables meet functional and design specifications and requirements
  • Isolate, replicate, and report defects and verify defect fixes
  • Create clear, concise detail-oriented test plans/cases
  • Ability to understand and create test plans from specifications or verbal communications.
  • Liaison with development, help desk support, and user engagement teams to assist with troubleshooting.
  • Support all aspects of user acceptance testing by the primary customer and/or users.
  • Experience writing automated tests in a widely used programming language (e.g., JAVA, JavaScript)
  • Significant agile software development lifecycle experience (SCRUM preferred)
  • Knowledge and experience with automated test tools and frameworks such as JUnit, TestNG, Selenium, etc.
  • 3+ Experience with application life cycle tools such as JIRA
  • Experience working with requirements/configuration management, and defect tracking tools like Jenkins, JIRA, Cucumber, SoapUI, etc.
  • Assist in the creation and management of the product backlog (including epics, features, and user stories) including participating in backlog grooming
  • 3+ Years managing testing on an agile development team
  • All applicants shall have lived in the United States for at least three (3) out of the last five (5) years
  • Must be able to pass a CMS-specific Public Trust background investigation


Additional Skills and Experience:
  • Knowledge of and experience with testing for 508 compliance and other HHS usability standards (strongly preferred)
  • Experience with Section 508 compliance testing tools
  • Programming experience
  • Working on a large team (50+)
  • Working on a DevOps project
  • Working with a Centers for Medicare and Medicaid Services (CMS) project; specifically, the Medicare program
  • Experience with the CMS expedited lifecycle (XLC)
  • Experience support system modernization project
  • Experience writing software test cases/scripts, explaining test results, and analyzing requirements for testable outcomes
  • Experience coordinating work against schedules, and providing guidance and direction as required preferred
  • Ability to work in a fast-paced environment and works well under pressure
  • Experience with data migration testing and verification
  • Strong verbal and written communication skills
  • Detail oriented
  • Business analyst experience or understanding in some of the following areas:
    • Interpret, recreate, and/or simplify business workflow diagrams
    • Analyzes a broadly-defined area and using functional decomposition to define high-level epics and stories to create a well-organized, value-driven framework to provide the required business value in the Product Backlog
    • Identifying related user stories and epics, grouping them as necessary and documenting the interrelationship and associated business process flows as necessary
  • Certified Tester Advanced Level (CTALTM) Certification (Preferred)
