Solutions By Design II, LLC (SBD) is seeking an Account Program Manager, Federal Civilian to join our team in support of our Federal Civilian business unit.  The Account Program Manager is responsible for project coordination and account management.  The Program Manager, manages project financials, serves as the direct supervisor of project staff, conducts performance reviews, and manages subcontractor relationships in coordination with Contracts. As part of the Federal Civilian Business Unit, the Program Manager supports and contributes to corporate-wide process improvement initiatives.   The Program Manager manages key customer relationships and ensures that project teams have the resources needed to be successful.  The Program Manager reports directly to the Federal Civilian Business Unit Director and is responsible for account management activities that include lead identification, lead capture support, proposal response, and transition coordination as appropriate.


Project Management Duties:
  • Ability to manage contract and ensure all deliverables are met at highest levels of quality and excellence
  • Serve as the day-to-day contact between SBD project team members and corporate offices
  • Effective organization skills able to manage a team of more than 12 people
  • Ability to recognize and respond to problems, issues, and risks
  • Ability to independently manage project budgets to include baseline, forecast, and actual tracking
  • Review and approve invoices in a timely manner
  • Effective time management
  • Independently perform project management activities to include:
    • Project Financial management
    • Staff management (Hire Decisions and Performance Reviews)
    • Project status tracking
    • Deliverable tracking
    • Scheduling
    • Analysis of project data and reporting
    • Action item tracking
    • Risk and Issue Management
    • Development and maintenance of materials to communicate Project status
    • Documenting lessons learned and issue resolution
    • Support weekly customer meetings
  • Develop comprehensive and professional briefings to provide project status and information. Record and distribute meeting minutes/action items when required.
  • Support meeting coordination and facilitation to include preparing agendas, tracking action items, managing risks and issues, and disseminating project supporting documentation
  • Understanding of how to manage and support technical resources in application development and data warehousing
  • Ability to manage mixed employee/subcontractor teams
  • Approve timesheets
  • Develop of staff performance goals and performance evaluation duties
  • Perform all corporate required quality activities
Account Management Duties:
  • Identify and research opportunities
  • Make recommendations on target opportunities
  • Serve as capture manager for opportunities
  • Brief executive management on opportunities
  • Maintain opportunity records and account strategies
  • Maintain professional network of former clients and prospective partner companies
  • Independently prepare for and conduct capture/step review meetings
  • Negotiate partner teaming agreements
  • Develop, maintain, and grow strong relationships with assigned accounts
  • Develop account management strategies for target client areas (both new and existing) across the Federal Civilian market.
  • Participate in SBD meetings and collaborate with peers to enhance the solution and level of support provided to SBD customers.
  • Author technical and management approach volumes
  • Prepare past performance write-ups
  • Serve as a proposal color team reviewer
  • Two or more years of professional experience contributing to or leading account growth/proposal activities
Required Knowledge, Skills, and Abilities:
  • Ability to deal with ambiguity and independently drive for results
  • Comfort around executive management
  • Prior experience with and ability to create project management documents independently to include, but not limited to Project Management Plan, Communications Plan, Risks Management Plan, and Quality Assurance Management Plan
  • Two or more years of professional experience conducting research using FedBizOps, GovWin, and FedConnect
  • Two or more years of professional experience in performing capture activities to include identifying and qualifying leads/opportunities, and leading proposal response activities
  • Four or more years of professional experience writing and reviewing government proposals.  Ability to independently prepare and submit RFI responses
  • Two or more years of professional experience developing teaming partner relationships and supporting partner negotiations through formal NDAs, Teaming Agreements, and Subcontractor agreements
  • Understanding of Application Development Lifecycles from Requirements to Disposal
  • Strong organizational skills with the ability to lead and motivate others
  • Commitment to excellence and a strong attention to detail
  • Strong customer service and listening skills
  • Ability to communicate clearly, concisely, and timely in writing and verbally
  • Ability to garner support and operate with political savvy
Desired Skills and Experience:
  • Knowledge and prior participation in Industry Associations (PMI, ACT-IAC, AFCEA, etc.)
  • Prior Federal Civilian experience and network preferred
  • Knowledgeable in application development and O&M environments
  • Knowledge of Capture and Proposal Development
  • PMP, ITIL, CSM, or PMI-ACP preferred
