Health IT Project Manager

Solutions By Design II, LLC (SBD) is seeking a Health IT Project Manager to join us in support of our Health IT Business Unit at our office in Fairfax, VA.  The Project Manager is responsible for leading a large team providing software development lifecycle services using traditional, agile, and DevOps delivery processes to enhance, operate, and maintain the Centers for Medicare & Medicaid Services (CMS) program. The Project Manager (PM) manages and directs a high performing team of 70+ FTE, comprised of employees and subcontractors. The PM owns the customer relationship and is responsible for customer satisfaction. The PM is fully accountable for project performance ensuring all contract-required deliverables and services are provided in a quality and timely manner and within budget constraints. The PM is also responsible for financial management, contract execution, subcontractor management, and delivering on expected profitability and gross margin targets.
 
As part of the Health IT Business Unit, the Project Manager is responsible for all project staff and supports and contributes to business unit and corporate-wide business development and process improvement initiatives.  
 
Project Management Duties:
  • Ability to manage contract and ensure all deliverables are met at highest levels of quality and excellence
  • Serve as the day-to-day contact between SBD project team members and corporate offices
  • Effective organization skills able to manage a team of 70+ people
  • Ability to recognize and respond to problems, issues, and risks
  • Ability to independently manage project budgets to include baseline, forecast, and actual tracking
  • Review and approve invoices in a timely manner
  • Effective time management
  • Perform project management activities to include:
    • Financial management
    • Project status tracking
    • Deliverable tracking
    • Scheduling
    • Analysis of project data and reporting
    • Action item tracking
    • Risk and Issue Management
    • Development and maintenance of materials to communicate Project status
    • Documenting lessons learned and issue resolution
    • Support weekly customer meetings
  • Develop comprehensive and professional briefings to provide project status and information. Record and distribute meeting minutes/action items when required.
  • Support meeting coordination and facilitation to include preparing agendas, tracking action items, managing risks and issues, and disseminating project supporting documentation
  • Understanding of how to manage and support technical resources in application development and data warehousing
  • Ability to manage mixed employee/subcontractor teams
  • Approve timesheets
  • Development of staff performance goals and performance evaluation duties
  • Perform all corporate required quality activities
 
Corporate & Program Duties:
  • Develop, maintain, and grow strong relationships throughout CMS
  • Develop strategies for strengthening customer relationships within and beyond project
  • Support organic and new business development efforts, including capture support, proposal writing / development, and contributing to ongoing refinement and maturation of SBD corporate capabilities
  • Participate in ongoing project and corporate level continuing process improvement initiatives
 
Required Knowledge, Skills, and Abilities:
  • Software Development Management
    • 5+ years experience managing medium to large software development initiatives and teams, including:
    • Managing team of 25+ FTEs or larger
    • Large, complex software development efforts involving parallel development and O&M efforts.
    • Large, complex software programs with multi-tier architecture, multiple components and subcomponents, web-based front-ends, and mission-critical service level requirements.
    • Heterogeneous mix of technologies, platforms, and databases, including Java and SQL.
    • High volume of releases (multiple releases per month).
  • Project Management
    • 5+ years managing large, complex projects with budget in excess of $5M/year. 
    • Must have hands-on, practical experience with Earned Value Management (EVM).
    • Ability to delegate, manage multiple concurrent, and oftentimes, competing work streams.
    • Excellent resource management skills. 
    • PMP (Project Management Professional) Certification Required. 
    • Strong organizational skills with the ability to lead and motivate others.
    • Commitment to excellence and a strong attention to detail.
    • Strong customer service and listening skills.
    • Ability to communicate clearly, concisely, and timely in writing and verbally.
  • Client and Stakeholder Management
    • Demonstrated experience managing complex client relationship and stakeholder environments, with proven ability to balance competing demands, negotiate to favorable outcomes, and drive customer satisfaction.
    • Proven ability to prepare briefings tailored to target audience and desired outcomes.
    • Ability to garner support and operate with political savvy.
  • SDLC Methodologies:  
    • Must be an expert in SDLC methodologies (10+ years experience).
    • 3+ years experience leveraging Agile lifecycle methodologies.
    • CMMI experience preferred.
  • General Management/Communication
    • Strong organizational skills with the ability to lead and motivate others.

    • Ability to communicate clearly, concisely, and timely in writing and verbally.
 
Desired Skills and Experience:
  • CMS experience strongly preferred, but not required.  Desired experienced with CMS systems, IT environment, policies, methodologies (XLS), and stakeholder community.
  • If not CMS, experience managing large Healthcare IT contracts preferred.
  • Prior experience leading technical redesign of a large complex system is preferred.
  • Four or more years of professional experience in performing capture activities to include identifying and qualifying leads/opportunities, and leading proposal response activities.
  • Four or more years of professional experience writing and reviewing government proposals.  Ability to independently prepare and submit RFI responses.
  • Two or more years of professional experience developing teaming partner relationships and supporting partner negotiations through formal NDAs, Teaming Agreements, and Subcontractor agreements.
  • APMP (Agile Project Management Professional) or CSM (Certified Scrum Master) Certifications Preferred
