Testing Manager

Solutions By Design II, LLC (SBD) is seeking a Testing Manager to join our team in support of our federal customer.  The Test Manager provides independent Developmental Test and Evaluation (DT&E) services by managing day-to-day testing and evaluation testing activities including defining and coordinating test strategy, test planning, test readiness, test execution, and reporting.  Among the requirements are support services for Software Code Quality Check (SCQC), Testing, Performance Testing, Test planning, Execution, controlling, and reporting.
 
Primary responsibilities include:
  • Provide the Contract Program Manager, Alternate Contract Program Manager, Government Test Manager, and  management with aggregated and/or detailed information concerning planning, execution or reporting of test events occurring within the CBIS PMO
  • Work with the Government Test Manager to understand PMO specific missions, objectives and goals and aligning individual product testing and evaluation procedures and strategies to the CBIS PMO’s needs
  • Provide testing subject matter expertise for CBIS PMO specific applications, business processes and policies.
  • Understand the architecture and configuration of test environments and test scenario conditions/parameters by providing overall framework for all of the tests to be performed for a test engagement, including identifying types of tests needed.
  • Manage resources to appropriately support the type of testing required and to meet the level of effort required for timely completion of test events
  • Provide risk mitigation and testing and evaluation advisory services for the CBIS PMO, especially relating to critical releases and joint partner test events with external agencies
  • Analyze test cases and providing regular progress reports to client stakeholders
  • Advise client on new technology solutions related to cloud computing, testing toolsets, continuous integration, source code quality checking, agile development and collaboration tools, and other technologies to promote expedited testing and end-to-end quality assurance
  • Provide technical risk-based quality assurance approaches for hybrid-agile and agile development models
  • Advise on legacy and future MHS enterprise clinical applications data flow, component configurations, and interface specifications
The Test Manager works effectively with relevant stakeholders to manage the performance of all system testing and its required support aspects throughout the acquisition lifecycle. The Test Manager effectively manages test resources, including quality and effective allocation of personnel
 
Position Requirements:
  • Bachelor’s degree in IT or Engineering field with minimum 4 years of relevant Health IT Testing experience OR Bachelor’s degree in Non-IT field with minimum 6 years of relevant Health IT Testing experience
  • Experience working with Government leadership to understand organizational goals and objectives
  • Must have demonstrated technical subject matter expertise on clinical care health information systems that are similar to those in the CBIS portfolio of applications
  • Experience in managing and leading testing and evaluation activities for multiple sustainment and new development releases concurrently in multiple test environments
  • Must have experience in both the Waterfall and Agile development methodology, and experience using many of the agile tools included in the development/test Tool Suite (e.g. Jira)
  • Experience in working throughout all phases of the Systems Development Life Cycle (SDLC) for large complex enterprise application systems or equivalent
  • Experience in developing, implementing, and managing test cases, test scripts, test scenarios and user stories
  • Experience creating and using Requirements Traceability matrices to manage testing scope and track defects.
  • Experience designing, implementing, and conducting test and evaluation procedures to ensure functional and non-functional requirements are met
  • Experience providing testing subject matter specialist know-how for the support of user requirements of complex to highly complex software/hardware applications
  • Experience in supporting inpatient and outpatient clinical care workflows and scenarios
  • Understanding of technologies used by the CBIS PMO including but not limited to Microsoft SharePoint, Mirth, SnareWorks, and Linux and Windows based Operating Systems
  • Understanding of SOA, system analysis, system integration, and a understanding coding standards (XML, XSLT, and HL7)
  • Experience in testing Simple Object Access Protocol (SOAP) and Representational State Transfers (REST) web services
  • Understanding of database systems such as Microsoft SQL Server
  • Nice to have: Experience in medical case management including case management workflows
  • Certified Scrum Master (CSM) Required
  • Certified Software Test Engineer (CSTE) (within 90 days of start)
  • Must be a US Citizen able to obtain a Public Trust Clearance
 
Additionally, candidates must possess experience in one of the three areas below:
  • CBIS
  • Experience and military or commercial Electronic Health Records systems and clinical imaging information systems
  • Experience in inpatient and outpatient clinical care workflows and scenarios
  • Experience in Linux and Windows based Operating Systems, Microsoft SharePoint, Microsoft SQL Server, Mirth, .NET,
  • Experience in testing Simple Object Access Protocol (SOAP) and Representational State Transfers (REST) web services
 
EHR Core
  • Experience and knowledge of military or commercial Electronic Health Records systems
  • Knowledge of inpatient and outpatient clinical care workflows and scenarios
  • Cache programming knowledge to support EHR Core PMO
  • Experience with Massachusetts General Hospital Utility, Oracle, Mirth, IBM WebSphere, eGate
  • Experience in testing Simple Object Access Protocol (SOAP) web services
  • Experience with Multi-Programming System (MUMPS) – (Desired, not mandatory)
 
Clinical Support
  • Experience and knowledge of military or commercial Electronic Health Records systems
  • Knowledge of inpatient and outpatient clinical care workflows and scenarios
  • Experience with UNIX and Windows based Operating Systems, DB2, IBM Tivoli, Oracle, Mirth, IBM WebSphere, eGate
  • Experience in testing Simple Object Access Protocol (SOAP) web services
